One of the fundamental aspects of UK law is that people are presumed innocent until sufficient evidence is put before a court to convict them. On the whole the system works pretty well, but with one notable exception - the television licence.

Every property in the UK using equipment to receive or record live TV signals requires a licence. If you don’t have television equipment - as 1 in 20 properties in the UK doesn’t - then you don’t need a licence. Unfortunately the people responsible for administering the TV licence - an organisation called TV Licensing - don’t believe that anyone could live without a television. Even if you tell them that you don’t require a licence they will still harass you to prove it. They are very persistent, often using complicated legal jargon and downright lies to con people into compliance or self-incrimination. They turn justice on its head by expecting you to prove your innocence rather than them proving your guilt.
